Dr. Nayak is a distinguished Polymer Technologist, Industry Advisor, Researcher and Institutional Leader with over 37 years of professional experience. He served as Director General of CIPET, Government of India, from 2007 to 2021 and as Vice-Chancellor of Ravenshaw University, Government of Odisha, from 2021 to 2026.
He holds two Ph.D. degrees and a D.Sc. in Polymer Science and Technology. His expertise spans polymer materials, petrochemicals, plastics processing, recycling, sustainability, circular economy, green-campus development and institutional accreditation. Throughout his career, he has served on various government regulatory and technical bodies, contributing to policies, standards and regulatory frameworks for the responsible use of polymers and effective plastic-waste management.
Dr. Nayak has published more than 650 research papers (Q1 International Journals), authored or edited over 30 technical books and book chapters, and holds more than 50 patents and registered product designs.

His work has been published extensively in International Journals while he has authored many books with International publishers and has several patents to his credit along with multiple product designs.
His research has inspired several scientists worldwide. He has till date mentored 55 scholars for Ph.D program and 75 students for their M.Tech / M.E thesis.
Dr. Nayak during his tenure as DG-CIPET has been instrumental in collaborating renowned International Universities for collaborative research and faculty / student exchange programs.
